NOTICE OF PUBLIC HEARING
THE TOWN OF SMITHFIELD PLANNING COMMISSION SPECIAL SIGN EXCEPTION
Notice is hereby given that the Planning Commission of the Town of Smithfield, Virginia, will hold a public hearing at the regular meeting of the Planning Commission in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia on Tuesday, February 12 , 2019, at 6:30 p.m. to consider the application of Smithfield Church of Christ, owner, for a special sign exception under the provisions of Article 10, Section L. of the Zoning Ordinance of the Town of Smithfield, Virginia, adopted September 1, 1998, and as amended thereafter, in order to approve a special sign exception to allow the location of detached sign within 3 feet of the street right-of-way or property line. The zoning ordinance provides that such sign shall not be located closer than 10 feet to a street right-of-way or property line. The property upon which the sign is to be located is the convenience store located at 18420 Battery Park Road, (Tax Map #22-01-010). The property in question is zoned CC, Community Conservation and EC-O, Entrance Corridor Overlay.
Any person affected by or interested in the aforesaid application may appear at the hearing and be heard. Copies of the Zoning Ordinance of the Town of Smithfield and application for this special sign exception are available for inspection in the Department of Planning, Engineering, & Public Works, 310 Institute Street, Smithfield, Virginia 23430.

Notice is hereby given that the Isle of Wight County Board of Supervisors will hold a Public Hearing on Thursday, February 21, 2019 to consider the following applications:
The application of Carmine Iadarola, applicant, and Ho-Fel LLC, owner, for a conditional use permit on approximately 300 acres of land out of a 313.78 acre parcel located on Lees Mill Road (Rte. 616) with tax parcel identification number 69-01-087. The purpose of the application is to allow for Utility service, major (solar farm) to be permitted on property that is zoned Rural Agricultural Conservation (RAC).
An ordinance to amend and reenact the following sections of the Isle of Wight County Code, Appendix B, Zoning: Article IV, Zoning Districts and Boundaries, Part 2, Rural Agricultural Conservation District (RAC), Section 4003, Conditional Uses; Part 4, Village Center (VC) District, Section 4002, Permitted Uses; Part 8, Urban Residential (UR) District, Section 8005, Bulk Regulations; Part 9, Limited Commercial (LC), Section 9002, Permitted Uses; Part 10, General Commercial (GC), Section 10002, Permitted Uses; Part 17, Planned Development Commercial Park (PD-CP), Section 17002, Permitted Uses; Part 18, Planned Development Mixed Use (PD-MX), Section 18002, Permitted Uses; Article VIII, Landscaping and Screening Standards, Section 1008, Landscaping Credits Table; and Article IX, Signs, Section 1006, Permitted Signs. The purpose of the amendments is to correct minor clerical errors identified in the Zoning Ordinance.
Copies of said applications are on file in the Department of Planning and Zoning at the Isle of Wight County Courthouse Complex, Isle of Wight, Virginia, and are available for public examination.
Any person desiring to be heard in favor of, in opposition to, or to express his or her views with respect to said applications may appear before and be heard by said Board of Supervisors during the Public Hearing to be held in the Robert C. Claud, Sr. Board Room at the Isle of Wight County Courthouse Complex on Thursday, February 21, 2019. The public meeting is scheduled to start at 6:00 p.m.

Public Notice – Environmental Permit
Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater into a water body in Carrollton, Virginia.

Project description: Capehart Homes, Inc. has applied to the Department of Environmental Quality (DEQ) for the re-issuance of a permit for treated domestic waste water, discharges from their municipal wastewater treatment plant that serves a small housing development at the old Nike site in Carrollton, Va. The applicant proposes to discharge at a rate of 0.0037 million gallons per day (MGD) into an unnamed tributary of Titus Creek to Jones Creek in Isle of Wight Co. in the Lower James River Basin watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: pH, carbonaceous biochemical oxygen demand, total suspended solids, total kjeldahl nitrogen, dissolved oxygen, fecal coliform, E. Coli and total residual chlorine; sludge will be pumped and hauled to Duck’s Septage Lagoon in Windsor, Va.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
