The Plaintiff filed this suit pursuant to Va. Code § 58.1-3965, et seq., to enforce its delinquent tax liens against the following real estate standing in the name of J.T. Joyner:

An affidavit having been filed that the Plaintiff used due diligence to locate the unknown heirs, devisees and successors in interest of J.T. Joyner, Susie Joyner, Andrew Joyner, Sr., Mary Joyner, Corcan Joyner, Andrew Joyner, Jr., and Martella Joyner, but without effect; that the post office addresses of the unknown heirs, devisees and successors in interest of J.T. Joyner, Susie Joyner, Andrew Joyner, Sr., Mary Joyner, Corcan Joyner, Andrew Joyner, Jr., and Martella Joyner are unknown; that the Plaintiff served Defendant Anthony L. Walker, if living, by substitute service upon the Secretary of the Commonwealth at his last known address of 5449 Morse Street, Philadelphia, PA, and has used due diligence to ascertain any other location for him, but without effect; that if Anthony L. Walker is not living, that the Plaintiff used due diligence to locate his unknown heirs, devisees and successors in interest, but without effect; that the post office addresses of the unknown heirs, devisees and successors in interest of Anthony L. Walker are unknown; and that there may be other persons having an interest in the property whose names and addresses are unknown, and those claiming through the aforementioned parties, all such persons made defendants as “Parties Unknown.”
It is ORDERED that this Order be published once in the Smithfield Times, a newspaper of general circulation in Isle of Wight, Virginia, and that the parties named herein appear at 9 a.m. January 13, 2020, in the Isle of Wight Circuit Court Clerk’s Office and do what may be necessary to protect their respective interests.

SPECIAL USE PERMIT
Notice is hereby given that the Town Council of the Town of Smithfield, Virginia will hold a public hearing at the regular meeting of the Town Council in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia, on Tuesday, January 7th, 2020 at 6:30 p.m. to consider the application of KLS Battery Park Development Group, LLC, owner, and Waterford at Battery Park, LLC, prospective owner for a special use permit under the provisions Article 3.F, Section C, 238 and Article 3.I, Section C of the Zoning Ordinance of the Town of Smithfield, Virginia, adopted September 1, 1998, and as amended thereafter, in order to approve a waiver from the requirement of Section 3.F.I.2.B, which states:
Separate parking spaces shall be allocated and reserved for recreational vehicle parking on the basis of one (1) recreational vehicle parking space per six (6) dwelling units. No recreational vehicle parking space shall front on a public street.
The property which is the subject of this special use permit application is located on the northeast side of S. Church Street and Battery Park Road. (Tax Map #21A-01-511) containing 18.3+/- acres. CHANGE IN ZONING CLASSIFICATION
Notice is hereby given pursuant to Sections 15.2-2204 of the Code of Virginia, (1950), as amended, that the Town Council of the Town of Smithfield, Virginia will hold a public hearing at the regular meeting of the Town Council in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia, on Tuesday, January 7th, 2020 at 6:30 p.m. to consider the application of KLS Battery Park Development Group, LLC, owner, and Waterford at Battery Park, LLC, prospective owner, for an amendment to the current zoning ordinance to change the zoning classification of certain property from Entrance Corridor Overlay (ECO) & Highway Retail Commercial (HRC) to Conditional Entrance Corridor Overlay (CECO) & Conditional Multifamily Residential (CMFR).
The proposed change in zoning classification to Conditional Entrance Corridor Overlay (ECO) & Conditional Multi-Family Residential (MFR) would permit the construction of 150 single family attached residential dwellings on 18.3+ acres. The property which is the subject of this application is identified on the current Land Book and Tax Maps for Isle of Wight County as Tax Map Parcel 21A-01-511. Said parcel is located on the Northeast side of S. Church Street and Battery Park Road. The parcel’s current zoning designations are Entrance Corridor Overlay (ECO) & Highway Retail Commercial (HRC). The proposed general usage of the property is for a Multi-family Residential development with a proposed density range of approximately 11.9 dwelling units per acre. The Future Land Use designation for the subject property as set forth in the Town’s Comprehensive Plan is Retail Commercial development.

Church Street, meeting room A, Smithfield, Virginia, to consider the application of KLS Battery Park Development Group, LLC, owner, and Waterford at Battery Park, LLC, prospective owner, for an amendment to Chapter VI – Future Land Use Plan of the Comprehensive Plan of the Town of Smithfield pursuant to the provisions of Section 15.2-2229 of the Code of Virginia, (1950), as amended.
The proposed amendment of the Comprehensive Plan proposes a change in the future land use designations on the map attachment to the Future Land Use Plan. The property which is the object of this application is located on the northeast side of S. Church Street and Battery Park Road. (Tax Map #21A-01-511) containing 18.3+/- acres.

AMENDMENT AND REVISION OF ZONING ORDINANCE
Notice is hereby given pursuant to Sections 15.2-2204 and 15.2-2285 of the Code of Virginia, (1950), as amended, that the Town Council of the Town of Smithfield, Virginia will hold a public hearing at the regular meeting of the Town Council on Tuesday, January 7th, 2020 at 6:30 P.M., in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia, to consider the amendment and revision of Article 3.L of the Town’s Zoning Ordinance to allow for the addition of Section C.34, which will read:
Private wells for the purpose of batching and mixing concrete.
This will allow for the permissibility of private wells used for batching and mixing concrete within the Heavy Industrial (I2) zoning district by Special Use Permit- this use is currently not permitted in any zoning district.
This public hearing has been held to consider the application of SB Cox Ready Mix, Inc., owner of the property which is the subject of this text amendment application and located at 865 W Main St (Tax Map #21-01-071). The parcel’s current zoning designation is Entrance Corridor Overlay (ECO) & Heavy Industrial (I2).
