COUNTY OF ISLE OF WIGHT, VIRGINIA, Plaintiff, v. the unknown heirs, devisees and successors in interest of ROCHELLE J. WHITEHEAD, et al., Defendants.

The Plaintiff filed this suit pursuant to Va. Code § 58.1-3965, et seq., to enforce its delinquent tax liens against the following real estate standing in the name of Rochelle J. Whitehead:

An affidavit having been filed that the Plaintiff used due diligence to locate the unknown heirs, devisees and successors in interest of Rochelle J. Whitehead, Joe Bessie Whitehead and Albert S. Whitehead, but without effect; that the post office addresses of the unknown heirs, devisees and successors  in interest of Rochelle  J. Whitehead, Joe Bessie Whitehead  and Albert S. Whitehead; the Plaintiff used due diligence to locate Louise Whitehead, if living, but without effect; that the post office address of Louise Whitehead is unknown; that if Louise Whitehead is not living, the Plaintiff used due diligence to locate her unknown heirs, devisees and successors in interest; that the post office addresses of the unknown heirs, devisees and successors in interest of Louise Whitehead are unknown; and that there may be other persons having an interest in the property whose names and addresses are unknown, and those claiming through the aforementioned parties, all such persons made defendants as “Parties Unknown.”

It is ORDERED that this Order be published once in the Smithfield Times, a newspaper  of general circulation in Isle of Wight, Virginia, and that the parties named herein appear at 9 a.m., June 24, 2020, in the Isle of Wight Circuit Court Clerk’s Office and do what may be necessary to protect their respective interests.

Environmental Permit

PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of Environmental Quality for the withdrawal of groundwater in Isle of Wight County, Virginia.
PUBLIC COMMENT PERIOD: June 3, 2020 to July 3, 2020
PERMIT NAME: Groundwater Withdrawal Permit issued by DEQ, under the authority of the State Water Control Board

NAME AND LOCATION OF WATER WITHDRAWAL: Rescue Water Works; Carter Lane, Rescue, VA 23424

PROJECT DESCRIPTION: Rescue Water Works has applied for a reissuance of a permit for the Town of Rescue in Isle of Wight County, Virginia. The permit would allow the applicant to withdraw an average of 12,602 of gallons per day. The groundwater withdrawal will support the town’s potable water needs. The proposed withdrawal will utilize the Potomac aquifer at a depth between 384 feet to 515 feet below the land surface at the withdrawal site. An aquifer is a body of rock or layer of sediment in the ground in which groundwater is stored and transported. DEQ has made a tentative decision to issue the permit.

AFFECTED AREA: Computer modeling predicts that the aquifer will not experience one foot of drawdown due to the withdrawal.

HOW TO COMMENT AND OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the proposed permit.
