Editor, The Smithfield Times:

When reflecting on my career with the Town of Smithfield, and the many opportunities I have had to work with great leaders, Carter Williams comes to the top of mind. 

I wondered many times when I would finally catch Carter stressed, upset or angry, and to this day I have never seen any of those emotions from him. He is steadfast in his demeanor and always the calm in the storm. He has never been too busy to take one of my frustrated, had-it-up-to-here phone calls, talking me through the issue at hand and leaving me feeling listened to and heard. 

I know I will see him around town and he is still there for a phone call, but I will certainly miss working with him. Great leaders do not command nor tell a person what they should do; they help that person realize they are capable of figuring it out on their own. That is Carter Williams through and through.
