Smithfield-area businesswoman Patsy Watson has proposed turning the former Footnotes dance studio on South Church Street into an “upscale” event rental facility.

Smithfield’s Planning Commission has set a May 9 public hearing on Watson’s request for a special use permit. According to her application, Patsy’s – as the business would be known – would host small retirement parties, church events and sorority meetings.

Watson’s business plan proposes leasing the building from its current owner, Lawrence Nogarr. Footnotes School of Dance relocated to a new studio on Canterberry Lane in 2021.

Watson, according to her business plan, has over 40 years of experience in hospitality and sales and previously owned several businesses in retail, real estate and pastoral care. She plans to hire two employees. She expects 15 to 20 cars per event.
