Ray Baxter, 83, of Windsor, VA passed away on Thursday, August 3, 2023.  He was the son of the late Robert Henry Baxter and Iler Stuckey Baxter.  He is survived by his wife of 62 years, Leonie Adelaide Wright Baxter; daughters, Michelle Suzanne Northway (Michael), Nicola Marie Vandevender (Kevin) and Joanne Patricia McClish (David); grandchildren, Michael Thomas Northway (Katie), Hillary Marie Love (Nikolaus) and Emma Joanne Vandevender; great grandson, William Thomas Northway. He was also preceded in death by his brothers, Billy Joe Baxter, Roy Baxter and Robert Baxter. Ray proudly served twenty-two years in the U. S. Air Force and following his retirement from the Air Force, he worked for Surry Power Station as a Budget Analyst where he retired after 15 years. He was very proud of his grandchildren and always put family first.  He enjoyed hunting and fishing, was an avid reader, and spent many hours doing carpentry work. He was a member of Masonic Lodge No. 170.  A graveside service will be held on Wednesday, August 9, 2023 at 2 p.m. at Albert G.
