Isle of Wight officials say the latest proposed changes to the Heritage Apartments complex in Carrollton have again run afoul of the county’s zoning regulations.

Developers Jerry and Lucy Kooiman received county supervisors’ after-the-fact approval in March for the structure to rise just over 2 feet above the maximum 35-foot height limit specified in Isle of Wight’s zoning ordinance.

The site is located on Sugar Hill Road near its intersection with Carrollton Boulevard.

In June, the Kooimans again wrote to the county seeking to add five more parking spaces, brick pavers and to allow accessory apartments for overnight guests in the site’s clubhouse. But according to Amy Ring, director of planning and community development, Isle of Wight’s zoning ordinance only allows accessory apartments with single-family residential or commercial uses, not multifamily structures.

The Kooimans have since filed for an “appeal of the Zoning Administrator’s interpretation” of Section 3-3000 of Isle of Wight’s zoning ordinance.

The county’s Board of Zoning Appeals is scheduled to consider the Kooimans’ petition at its Aug. 1 meeting, which will be held at 6 p.m. in the boardroom of the county’s government complex at Monument Circle.
