The Greater Hampton Roads Regional Crime Line recently awarded Windsor police officer Daniel Crocker its Top Cop award for the Town of Windsor.

The award came about after Crocker acted quickly in providing aid to a child that saved her life.

On Nov. 25, 2022, Crocker was on duty conducting stationary radar in the parking lot of Windsor Volunteer Fire Department when a vehicle entered the parking lot at a high rate of speed and a female exited the vehicle hysterical and screaming for help, according to a news release from Volpe Boykin, chairman Isle of Wight/Smithfield/Windsor Crime Line and board member of the Greater Hampton Roads Regional Crime Line.

Boykin said that Crocker discovered that the woman’s 3-year-old daughter was unconscious and not breathing.  

The release said he was familiar with the mother and based on the child’s symptoms assessed that she was suffering from a fentanyl overdose.

Crocker rushed inside the fire department and removed an oxygen tank and pediatric mask from a fire truck and began administering aid until Medic arrived on scene, Boykin said in the release. Multiple doses of Narcan were administered and the child was rushed to Obici Hospital and later transferred to Children’s Hospital of The King’s Daughters on a Narcan drip.  

Crocker contacted the mother who admitted she had just left Suffolk after purchasing heroin and left several doses on the seat of her car, the release stated. The investigation revealed that she believed the child had consumed them when she couldn’t find the heroin in the car and her daughter was not breathing.

Subsequently, the mother was arrested on charges of child abuse and neglect, tried and convicted and sentenced to five years in prison, according to the release.

The young girl was discharged from CHKD four days later and is healthy and thriving today living with her family members, Boykin said.

In addition to his outstanding work Nov. 25, Crocker led the department with 110 arrests during the nomination period and issued more than 350 traffic summonses, the release stated. Additionally, he serves as a member of the Windsor Volunteer Fire Department and as a paramedic for the Isle of Wight Emergency Services Department.  

“Officer Crocker exemplifies the Windsor PD motto of ‘Committed to Community’ through his excellent service to our citizens as both a professional law enforcement officer and his volunteer work through the fire/EMS service,” Boykin stated in the release.
