It appearing from an Affidavit that the last known address of the natural father, Kyle Evan Hall, was 608 Delaura Lane, Virginia Beach, Virginia, and that Crystal Lynn Grimes, the natural mother of Dennis Steven Hall, consents to this adoption, it is hereby ORDERED that Kyle Evan Hall, the natural father of Dennis Steven Hall, appear before this court on or before October 28, 2015, and do what is necessary to protect his interests herein.
It is ORDERED that the foregoing part of this Order be published once a week for four successive weeks in the Smithfield Times, a newpaper having general circulation the County of Isle of Wight, Virginia.

NOTICE OF PUBLIC HEARING
Notice is hereby given pursuant to Section 15.2-2204 of the Code of Virginia, 1950 as amended that the Town Council of the Town of Windsor will hold public hearings on Tuesday October 13, 2015 at 7:00 p.m. in the Town Hall Council Chamber on the matters described as follows:
LAND DEVELOPMENT ORDINANCE- Proposed new Land Development Ordinance that among other changes renames several districts, creates a new Planned Unit Development District, creates a new site-plan review process for certain types of activities and redefines, clarifies and amends and replaces numerous text items from the previous Land Development Ordinance. The proposed Ordinance deals with all aspects of land development within the Town of Windsor including all types of Zoning and Subdivision matters.
LAND DEVELOPMENT ORDINANCE ZONING MAP CORRESPONDING TO THE AFOREMENTIONED TOWN OF WINDSOR LAND DEVELOPMENT ORDINANCE- The proposed Land Development Ordinance Zoning Map which indicates the location and configuration of the various zoning districts with their new names to correspond to the proposed Land Development Ordinance in the appropriate locations will assist in the implementation of the Land Development .
The Land Development Ordinance and Land Development Ordinance Zoning Map are available for public scrutiny in the Town of Windsor Town Hall, Monday through Friday, or by contacting Mr. Dennis Carney, Planning and Zoning Administrator at (757) 242-4288 between the hours of 9:00 a.m. and 5:00 p.m.

PUBLIC NOTICE
Notice is hereby given that on September 1, 2015, an application was filed with the Federal Communications Commission (“FCC”), Washington, D.C., seeking consent to the assignment of broadcast license of FM Translator Station W272CC at Smithfield, Virginia, from Positive Alternative Radio, Inc. (whose address is P.O. Box 889, Blacksburg, Virginia 24063) to Liberty University, Inc. (whose address is 1971 University Blvd. Lynchburg, Virginia 24502).
W272CC is authorized to operate on an assigned frequency of 102.3 megahertz, with an effective radiated power of 62 watts vertical only. The station’s current transmitting site is located at geographical coordinates North Latitude 36 – 57- 16; West Longitude 76 – 37 – 48 rebroadcasting the programming of WKGM-AM at Smithfield, Virginia. Recently the station was authorized to changed transmitting sites and its frequency. Once this change is implemented the station will operate on an assigned frequency of 102.5 megahertz with an effective radiated power of 110 watts horizontal and vertical, with new call sign W273CS transmitting from geographical coordinates North Latitude 37 – 04 – 42; West Longitude 76 – 26 – 47.

OFFICIAL VOTING INFORMATION
The Constitution of Virginia requires that you be registered in the precinct in which you live in order to be qualified to vote.
In order to be eligible to vote in the NOVEMBER GENERAL ELECTION, to be held on November 3, 2015, you must be registered no later than 5:00p.m. on Tuesday, October 13, 2015.
The office at the Surry Government Center will be open on Saturday, October 24, 2015 and Saturday, October 31, 2015 from 9:00 a.m. to 5:00 p.m. for the convenience of registered voters who need to vote by absentee ballot for this election. October 31, 2015 is the last day for this election on which absentee ballots may be voted in person by qualified applicants.
This office will be open Monday thru Friday, 8:30a.m. to 4:30p.m., for your convenience.

Notice is hereby given that the Planning Commission of the Town of Smithfield, Virginia, will hold a public hearing at the regular meeting of the Planning Commission in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia on Tuesday, October 13, 2015, at 6:30 p.m. to consider the application of Lauren Babb trading as Footloose Dance Studio and Paul Nogarr, owner, for a special sign exception under the provisions of Article 10, Section L. of the Zoning Ordinance of the Town of Smithfield, Virginia, adopted September 1, 1998, and as amended thereafter, in order to approve a special sign exception to allow a window sign with 100% coverage. Church Street, meeting room A, Smithfield, Virginia on Tuesday, October 13, 2015, at 6:30 p.m. to consider the application of Debbie Mason trading as Mason Martial Arts Academy and Jesus Ayals, Rigoberto Ayals, G. L. Magana and Jesus Onate, owners, for a special sign exception under the provisions of Article 10, Section L. of the Zoning Ordinance of the Town of Smithfield, Virginia, adopted September 1, 1998, and as amended thereafter, in order to approve a special sign exception to allow a detached sign that exceeds the maximum area.
