The Plaintiff filed this suit pursuant to Va. Code § 58.1-3965, et seq., to enforce its delinquent tax liens against the following real estate standing in the name of Alex Eley:

An affidavit having been filed that the Plaintiff used due diligence to locate the unknown heirs, devisees and successors in interest of Alex Eley, John A. Eley, Colley Eley, Walter James Eley, Eva Eley Wilson, and John M. Ballard, but without effect; that the post office addresses of the unknown heirs, devisees and successors in interest of Alex Eley, John A. Eley, Colley Eley, Walter James Eley, Eva Eley Wilson, and John M. Ballard are unknown; that the Plaintiff served Defendant Bernice E. Eley-Toxey, if living, by posted service at her last known post office address of 3859 Sunset Point, Portsmouth, VA 23703 and has used due diligence to ascertain any other location for her, but without effect; that the Plaintiff served Defendant Lue Emma Eley, if living, by posted service at her last known post office address of 111 Marshall Avenue, Suffolk, VA 23434 and has used due diligence to ascertain any other location for her, but without effect; that the Plaintiff served Defendant William J. Richardson, Sr., if living, by posted service at his last known post office address of 2509 Dunbarton Drive, Chesapeake, VA 23325 and has used due diligence to ascertain any other location for him, but without effect; that the Plaintiff used due diligence to locate Shirley Ann Eley, if living, but without effect; that the post office address of Shirley Ann Eley, if living, is unknown; that if Bernice E. Eley-Toxey, Lue Emma Eley, William J. Richardson, Sr. and Shirley Ann Eley are not living, the Plaintiff used due diligence to locate their unknown heirs, devisees and successors in interest, but without effect; that the post office addresses of the unknown heirs, devisees and successors in interest of Bernice E. Eley-Toxey, Lue Emma Eley, William J. Richardson, Sr. and Shirley Ann Eley are unknown; and that there may be other persons having an interest in the property whose names and addresses are unknown, and those claiming through the aforementioned parties, all such persons made defendants as “Parties Unknown.”
It is ORDERED that this Order be published at least once a week for two successive weeks in the Smithfield Times, a newspaper of general circulation in Isle of Wight, Virginia, and that the parties named herein appear at 9 a.m, March 21 2018, in the Isle of Wight Circuit Court Clerk’s Office and do what may be necessary to protect their respective interests.

NOTICE OF PUBLIC HEARING
TOWN COUNCIL OF THE TOWN OF SMITHFIELD AMENDMENT AND REVISION OF ZONING AND SUBDIVISION ORDINANCES Notice is hereby given pursuant to Sections 15.2-2204 and 15.2-2285 of the Code of Virginia, (1950), as amended, that the Town Council of the Town of Smithfield, Virginia will hold a public hearing at the regular meeting of the Town Council on Tuesday, March 6, 2018 at 7:30 o’clock P.M., in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia to consider the amendment and revision of certain provisions of the Town’s Zoning Ordinance. The proposed revisions and amendments of the Zoning Ordinance affect the following articles of the ordinance:
Article 11. Site Plan Requirements
The proposed amendments update the requirement for Preliminary Major Site Plans and Minor Site Plans for showing resource management areas and resource protection areas; and imposes the additional requirement to show the location of primary and secondary sewage disposal system areas on all Minor Site Plan and imposes notice requirement as to the obligation to pump out on-site sewage disposal systems every five years.
The proposed revisions and amendments of the Subdivision Ordinance affect the following articles of the ordinance:
Article 5. Subdivision Approval Process.
The proposed amendment adds additional requirements for final subdivision plat approval.
Copies of the current Zoning Ordinance for Smithfield, Virginia, adopted September 1, 1998, and all amendments thereto, along with copies of the proposed revisions and amendments of the Zoning Ordinance for Smithfield, Virginia are on file and may be examined in the office of
the Department of Planning, Engineering, & Public Works, 310 Institute Street, Smithfield, Virginia 23430.
Any person desiring to be heard in favor of, in opposition to, or to express his or her views with respect to the aforesaid revisions and amendments may appear and be heard.

PLANNING COMMISSION OF THE TOWN OF SMITHFIELD SPECIAL USE PERMIT
Notice is hereby given that the Planning Commission of the Town of Smithfield, Virginia, will hold a public hearing at the regular meeting of the Planning Commission in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia, on Tuesday, March 13, 2018, at 6:30 p.m. to consider the application of BAER Development, owner, and 757 Brewing Company, applicant, for a special use permit under the provisions of Article 3.K, Sections C.10 & C:12 and Article 6 of the Zoning Ordinance of the Zoning Ordinance of the Town of Smithfield, Virginia, adopted September 1, 1998, and as amended thereafter, in order to approve the use of the property for an eating establishment, ancillary to I-1 District uses, in particular a taproom and restaurant, and for retail sales in a warehouse or wholesale establishment, wherein as least 60% of the gross floor area is devoted to warehouse use, for the sales of brewing supplies and promotional merchandise. Notice is hereby given that the Planning Commission of the Town of Smithfield, Virginia, will hold a public hearing at the regular meeting of the Planning Commission in the council chambers in The Smithfield Center, 220 N. Church Street, meeting room A, Smithfield, Virginia on Tuesday, March 13, 2018, at 6:30 p.m. to consider the application of Smithfield Square Associates, owner and Retail Business Services/applicant, for a special sign exception under the provisions of Article 10, Section L. of the Zoning Ordinance of the Town of Smithfield, Virginia, adopted September 1, 1998, and as amended thereafter, in order to approve a special sign exception to allow four (4) marquis signs flanking the doors of the Food Lion grocery store which proposed signs are not permitted under the provisions of the zoning ordinance. The property upon which the signs are to be located is the Food Lion #849 located is at 1941 S. Church Street. (Tax Map # 22-10-003). Notice is hereby given that the Isle of Wight County Board of Supervisors will hold a Public Hearing on Wednesday, March 14, 2018 to consider the following:
The request of Isle of Wight County, owner, for a Conditional Use Permit on a leased area of Tax Map Parcel 21-01-083. Said property, approximately 2.58 acres, is located 545 feet east of Great Spring Road (State Route 655) set behind 13080 Great Spring Road. The proposed use of the property is for a private club, specifically as meeting and storage facilities for local scout troops.
Copies of said application are on file in the Department of Planning and Zoning at the Isle of Wight County Courthouse Complex, Isle of Wight, Virginia, and are available for public examination.
Any person desiring to be heard in favor of, in opposition to, or to express his or her views with respect to said application may appear before and be heard by said Board of Supervisors during the Public Hearing to be held in the Robert C.
