Isle of Wight’s Board of Supervisors voted 4-1 on Nov. 19 to approve changes to the proffered conditions and master plan for South Harbor, an age-restricted 340-unit housing development located behind Bojangles on Route 17 near the Carisbrooke subdivision.

The development will consist of single-family homes and townhouses for those age 55 and up, ranging in price from $300,000 to $400,000. The residences are to be built in five phases.

The latest master plan shows the proposed clubhouse located in phase three rather than phase one, and the road that connects the two phases now looping through to Route 17. As such, there will be fewer houses in phase three and more in phase one, but the 340-unit maximum to which the developer — East West Partners of Virginia Inc. — agreed remains unchanged.

Since the requested changes won’t impact the maximum permitted housing density, Isle of Wight Community Development Director Amy Ring informed the board it was authorized to waive holding a public hearing, which the board did by unanimous vote. Carrsville District Supervisor Don Rosie, who had been the sole dissenting vote when the board approved the project in January, suggested sending the proposed changes to the county’s Planning Commission, but Smithfield District Supervisor Dick Grice disagreed, since only phase one and three were affected.

“We’re moving a clubhouse and we’re moving some houses back and forth,” Grice said.

According to a traffic impact analysis architectural firm Kimley-Horn completed in September 2019, the development is expected to generate 2,930 trips a day. Construction is proposed to be completed and at or near full occupancy by 2026.

Windsor District Supervisor and Board Chairman Joel Acree was the dissenting vote on Nov. 19.
